The National Highway Traffic Safety Administration issued an Advanced Notice of Proposed Rulemaking (ANPRM)in August of 2014. This ANPRM suggests the USDOT may mandate DSRC in vehicles. The ANPRM seeks comments on USDOT research (Safety Pilot) conducted to date and on key regulatory questions.

Here is a high level overview of ITS America's Advocacy in the area of Connected Vehicle. A 2010 NHTSA study documenting the crash types that V2X may prevent. The study concludes that combined V2V and V2I systems potentially address about 4,503,000 Police Reported or 81 percent of all-vehicle target crashes. Here is the NHTSA study of the major research initiative, a large scale test of V2X know as the Safety Pilot, conducted by the University of Michigan Transportation Research Institute in cooperation with a number of automakers and ITS equipment and service providers.

Task Force Mission and Vision



The vision of the ITS America Connected Vehicle Task Force is deployment of a nationally interoperable, wireless communications system that transforms the way vehicles interact with each other and our highway network. The program focuses primarily on future use of the Dedicated Short Range Communications, a service described by the Federal Communications Commission. ITS America petitioned the FCC for spectrum devoted to this service in 1997. (see FCC Docket on DSRC).
The Connected Vehicle System - V2X

Vehicle-to-Vehicle and Vehicle-to-Infrastructure Communications for Cooperative Safety and Mobility Applications - Short range to adjacent Vehicles and Traffic Controllers. Vehicle-to-vehicle, and vehicle-to-infrastrastructure Communications, utilizing DSRC/WAVE solves the hard problems that Long Term Evolution and other wide-area or local-area communication services cannot. DSRC is based on a strengthened variant of consumer grade Wi-Fi know as 802.11p, and is designed for Peer-to-Peer “spot” communications that are used to support safety critical or transportation mission critical applications such as tolling, advance traffic management, and collision avoidance.

In February of 2014, U.S. Transportation Secretary Anthony Foxx announced this week that the National Highway Traffic Safety Administration (NHTSA) will begin a V2V rulemaking process and ultimately plans to require the life-saving communications technology to be installed in all new cars and light trucks. USDOT's role is to foster public and private sector advancements in transportation system connectivity by: Engaging stakeholders; advancing research and testing; developing policy and institutional foundations; and facilitating the development of standards and potential regulations. FCC and Department of Commerce Evaluation of 5.9GHZ Spectrum 2013-2014 and Spectrum Policy

Federal Communications Commission releases Notice of Proposed Rule-making on expansion of WiFi in the 5GHz Band - The Intelligent Transportation Society of America (“ITS America”),
submitted Comments and Reply Comments regarding the Notice of Proposed Rulemaking (“NPRM”) in the proceeding: “Revision of Part 15 of the Commission’s Rules to Permit Unlicensed National Infrastructure Devices in the 5 GHz Band,” ET Docket No. 13-49.

ITS America is also closlely following activities of the Department of Commerce. NTIA releases report on 5GHz Spectrum Sharing - evaluating "known and proposed spectrum-sharing technique... not later than 18 months … with respect to the 5850-5925 MHz band.” - A number of companies to be affected by any changes Commerce may recommend. NHTSA Decision on Connected Vehicle 2013-2014 and National Transportation Safety Board Recommendation


Because of the substantial impact that V2V and V2I technology could have on safety, NHTSA believes that this technology warrants consideration for possible regulatory action. In February of 2014, U.S. Transportation Secretary Anthony Foxx announced this week that the National Highway Traffic Safety Administration (NHTSA) will begin a V2V rulemaking process. NHTSA has stated their intent to make an agency decision on V2V and V2I safety communications systems by 2013. NHTSA’s agency decision could include one of several options, such as: Future regulatory action, Inclusion in the New Car Assessment Program (NCAP), Or, more research and development.

Connected Vehicle V2I Test Beds Memorandum of Cooperation


ITS America strongly recommend that a formal consortium or partnership of organizations be established to facilitate deployment of V2I. We believe that a consortium would be better institutionally equipped to identify these opportunities and propose to USDOT not only individual draft work items for evaluation, but also can consolidate and coordinate activities into larger planning efforts for USDOT consideration, oversight or direction.   • U.S. Congress Examines 5.9 GHz Spectrum – Implications for DSRC - Presentation by the Connected Vehicle Task Force ITS America’s webinar series on Wednesday, September 14 at 1:00 p.m. Eastern - US Congress Examines 5.9 GHz Spectrum: Implications for DSRC. The presentation will be led by Bob Kelly and Mark D. Johnson, experienced ITS and telecommunications attorneys with the law firm of Squire, Sanders & Dempsey (US) LLP in Washington, D.C. Kelly and Johnson will cover the latest on current bills in the U.S. Congress that threaten to alter the licensing and use allocation of the 5.9 GHz Band (5.850 - 5.925 GHz) currently allocated for Vehicle Dedicated Short Range Communications (DSRC). If enacted, the bills would open up the 5.9 GHz Band to a variety of new unlicensed uses, likely compromising the ability of DSRC to deliver critical safety and mobility services such as vehicle collision avoidance and tolling.
